What do you mean by "foreign Apple apps"?
You can only install apps from the app store that serves your county. Not all apps are available in all countries. What countries an app is available in is up to the app developer.
FYI: "Google" is a company, not an app... Google publishes a number of apps that are available in the iOS app store in a number of countries.
There are a variety of Google apps for the iPhone in the App Store. Use the App Store app on your iPhone and search for Google.
