How to close an app that is glitched on MacBook

I have a MacBook Pro and recently got Adobe Lightroom for small use and when the "rate the app" nonsense pulled up I said "no thanks" the app completely froze on me and couldn't click on anything and the rate notification didn't go away. It has been this way for weeks and it still won't do anything no matter how many times I click it. I have tried closing the app but I can't because the notification tab is open and can't click out of it. I also tried deleting it, but it said I can't because it's opened! I need help! I canceled by subscription in the mean time but even then it still hasn't done anything, I don't know what to do other than click "Hide Lightroom" in the top left corner, that's all I have done, I haven't restarted it because I feel like the app would still be open with the same issue. I don't know if anyone can help but it's a start.
