No, it does not mean anyone is tracking you. It means the phone is tracking the activity of the apps on your phone. This information is used by developers and Apple technicians for troubleshooting. It's normal. There is no reason for you, the end user, to be looking at those files.
It's a log file. It's intended for use by Apple technicians and by developers. It is not intended to convey useful information to the end user.
