If you purchased this iPad Mini elsewhere, then you need to check the return policy and return this device for a full refund from where you purchased.

Recommendations for what? If you don’t like the iOS experience, buy another device that runs a different OS. If you are having specific problems, state what they are and someone may be able to help.
