Does anyone know a short cut to switch between open windows in the same app with a european keybord, that does NOT have a "tilde-key" to the left of "1"? In fact, I don't have the tilde-key on my original apple keyboard at all, so there is not the option of finding that key in an other position.

You may be able to remap the functionality to a different keyboard shortcut. To view shortcuts on your Mac go to System Preferences > Keyboard > Shortcuts. To the list in the left should be an option for Keyboard and within that section an option for "Move focus to next window".
Change that shortcut to whatever better suits you and test if you're able to swap between open windows in apps in that manner.

Thanks a lot. Your answer led me to the solution and it turned out I could use "command+<" to switch between open windows in same app on this european keyboard.

Keyboards can make a lot of characters beyond what is printed on them, by using the Option and Shift keys. You can find where tilde is on yours with Keyboard Viewer.
