My new iPhone 14 Pro had a glitch and I was given another new phone. I didn’t have time to set it up at the store and don’t have my old phone. How do I set it up?

Do I need to erase all content and settings before I restore from the back-up? The person at the store started the process but I didn’t have time for it to finish. My Apple ID was entered and I thought that once I got home, it would just do it’s thing but my apps are not loaded.
You set it up from your latest backup.
Make sure you are connected to your WiFi, restart your iPhone, and see if they start downloading.
Yes, if you are going to restore from backup you will need to do that.
