I just recently updated my iPhone 12 pro to iOS 15.7.1 and my face ID has stopped working I also don’t have the option to upgrade my iOS to the latest iOS 16 why is that?

Let's work on getting the latest software update and see if that fixes Face ID.
If your iPhone or iPad won't update - Apple Support start with the steps title here under:
• Your device doesn't support the latest software
• There isn't enough available storage space on your device
• The update takes a long time to download
• Your device isn't able to reach the update server
• The update doesn't complete

In addition to what nick_h2 correctly suggested, you're using a beta iOS version and we can't discuss about beta software in this public tech support forum.
If you want to use the official iOS releases (the latest is 16.0.3), you need to uninstall beta software, as per these instructions:

There may be other reasons as well, but the update will not appear if your battery charge is less than 50%. Fully charge the battery and keep the phone connected to the charger during the update process.
iOS 16.1 is due to be released later today, October 24. You might want to wait a bit to try to update to iOS 16.x.
