As explained in the support document you posted from: iPhone XR, iPhone 11, iPhone 12 mini, and iPhone 13 mini don't display battery percentage in the status bar.
It's not supported on that model. Apple has not given a reason, but one can assume its due to the font size in such devices which would make it so small as to be illegible.

Yes. iOS 16.1 enables the battery percentage on previously unsupported models.
Update to iOS 16.1 and then go to Settings->Battery->Battery Percentage to turn it on.
Not all iPhone models will display the percentage. The XR is one of them that does not. This was explained in the support document linked above your name.
