Yes, if you use a computer. If not, then you must be connected to a WiFi network to backup.

Yes, if you own a Mac or Windows PC, otherwise no.

If backimg up to Apple iCloud, offsite data storage servers, you need either a WiFi or maybe a cellular connection to the Internet.

Not sure if iPad backups or Apple device backups and data restores to iCloud work over a cellular service or cellular data connection, or not, though.

I am postive you need a WiFi connection, at least, for Apple device backups and data restores to and from Apple's iCloud.
