Give this a try: boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.
NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following;
• Verifies your startup disk and attempts to repair directory issues, if needed
• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)
• Prevents Startup Items and Login Items from opening automatically
• Disables user-installed fonts
• Deletes font caches, kernel cache, and other system cache files
NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.

I have a number of posts that I use to copy and paste into other posts. So I need a link to each post directly so therefore the replay to myself:
I have them all in tabs so I can get to them easily as I work the forums. (Does that sound like a scam artist?)
After a number of months the graphics go away so I have to redo it and again reply to myself to get a new URL.
Left-click, hold that click, and then drag the icon, releasing only when it is in the preferred location. You cannot drag these to the right of the divider near the end of the dock. I am using an Apple Magic Mouse 2 and it works perfectly.
What happens when you click? If the options menu pops out, you are holding too long before you move.
How is your Touchpad configured? Tap to click? Drag-lock enabled?
Some people have problems with Force Click on the magic trackpads. Pressing hard will invoke the force click gesture.
Click the lower-left corner of the Trackpad with your thumb, and then using the index finger from the same hand, immediately drag the dock icon to its new location. This requires the Tap to Click Trackpad gesture to be selected in its Preference panel. As has been mentioned, if you hesitate too long, the relevant icon menu will appear and your opportunity to move the icon is past.
Tested: macOS Monterey 12.6 on 2021 16-in MacBook Pro M1 Pro.
You should be able to just click and drag them to a new position.
understood. but doesn't work

Actually, I responded to my own post so I could get a link to it for using in other topics. Saves me retyping everything each time. Feeds into my laziness side.
I see. Can't you just click on the ⌄ and copy it?
