if i dont know who had my apple watch before me because its a hand me down how would i update it since it has another apple id hooked up to it

There is nothing you can do to bypass activation lock

You either find the previous owner or you recycle the watch. You can never use it as it is. Apple will NOT help you. We cannot help you. You can wear it as a wrist ornament, but not use it as an Apple Watch.
