Can I used a windows only based application with my iPad Pro? Some type of parallels or something of the sort?

No. You cannot install MS Windows or other Applications from installation media or download.

Compatible Apps for iOS/iPadOS devices are downloaded and installed from the Apple App Store.

You would need to use a Virtual Desktop Infrastructure. You may be able to use Microsoft Remote Desktop or Citrix to run the app on another device and access it remotely.
