iPad asking for Passcode for "Other iPad"

We are using several iPads, and Apple just forced us to change the password of our apple ID. So we are re-adding the password for apple ID, and we are following the two-factor authentication. Adding the new password, authenticating with Apple passcode. However, in some situations we get asked to add the passcode of another "unknown" iPad... need help

iPad wants passcode for "other" iPad. There isn't one. And I can't disable 2FA anymore. How to solve??? I'm resetting my only iPad. I get all the way through. Then it says "access to your account is protected by the passcode for "xxxxx" [older version of my iPad, which is NOT connected to my account anymore - i disconnected it everywhere!] There appears to be no workaround for this????? The only solution I've seen here involved disabling 2FA temporarily... back in 2017. That's no longer an option. HELP!

If you see an option to reset encrypted data, several people have posted that they did that and lost little to no data.
