Disconnect from the Internet, does it start then?
To find out if it's system wide or user specific, try this...
Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.
Does it work in the new account?

I disconnected from the internet and no change.
I also created a new admin account as you instructed, shut down and restarted. Logged into new admin account and no change Safari will not open.
Every other program I have is working fine...download Firefox and Chrome - both work fine.
Any thoughts?
Sounds like you'll have to reinstall the OS, or possibly apply the last Security update again, only way to get Safari
Ok thanks, brand new MacBook Pro... 1 month old. Has all the latest stuff. I see Ventura 13.0 is available, I'll try that.
