See Turn on Sync Library with Apple Music - Apple Support. With Sync Library enabled you should see the same content in each library and device. See also Identify cloud status icons in your music library on your Mac or PC - Apple Support so you can identify and resolve any issues with items that are waiting, ineligible, in error, etc.
