Sync downloaded music from Itunes with Apple Music Subscription

I am currently using Spotify (I perviously tried 3 months free with Apple music) and my one bug bear with both is being able to sync music I have downloaded over years (not all just the albums I can't find on either service) with my streaming service.

I have been reading that you can do it with Apple however not sure I can do it.

I have an old Macbook (2011 running High Sierra) so already I think there is compatibility issues but if I wanted to do this would it just be a question of buying a newer Macbook, desktop etc then subscribing to Apple Music then also subscribing to Itunes match?

See Turn on Sync Library with Apple Music - Apple Support. When enabled any local content is matched or uploaded, merged with the rest of your iCloud Music Library, and becomes available across all libraries and devices where Sync Library is enabled. Note that if you have Apple Music you don't need iTunes Match as well. High Sierra is compatible with Apple Music.
