Orange money Visa card (Botswana) Can't be added as a Payment method

Can an Orange money Visa card (Botswana) be used as a payment method for making purchases in the App Store, iCloud and other Apple services in Botswana ?

I have tried to add it but the payment method is getting declined.

Possible fixes. Fix ‘Your Payment Method Was Declined’ Error In App Store. -
