Verification required notification

So, I am getting a verification required notification when I am trying to download a FREE app. I have checked all of my stuff, I do NOT have any outstanding balances, I do NOT have any active subscriptions, family sharing is NOT on, 2 step verification is off, and it is STILL giving me the notification. Once I type in my Apple pass word it directs me to the payment method where I have to type in a card number when it was already on “none”. I try to click done, and it gives me a notification in all red saying “must complete all portions of the form”. Help, because this is ridiculous.
