Thank you both. The article does not tell you where to send the documents Apple requests. I did speak with apple support and finally the rep said you can't email them. For future use, you mail the relevant documents to
Apple Inc
1 Apple Pkwy
Cupertino, CA 95014
I'm still not understanding why there is no way to transmit these docs electronically, but Apple moves in mysterious (and sometimes very inefficient) ways.

With the amount of fraudulent attempts to access Apple ID accounts, I suspect that Apple is only accepting original non-electronic documents as one way to make fraudulent access more difficult.
