Turn off phone service on iPhone 11 for international travel And keep data and Wi-Fi active?

You can turn off all cellular service, or just cellular roaming service, but you can’t turn off voice but keep cellular data on. And there would be no point in doing that if the objective is to save money.
What you can do is enable call forwarding on on your account so no calls will go to your phone.
Thank you for your reply. I have gone to settings and cellular and the tab actually says cellular data which will turn off cellular data or data coming through cellular but will it actually turn off the cellular phone service?
You may turn OFF Cellular Phone and Data service by Opening Settings ➡️ Cellular: Set this to OFF.
You can turn ON Wi-Fi Data usage by opening Settings ➡️ Wi-Fi: Set this to ON.
