My iTunes on Windows PC does not show a Photos library.
How can I create a Photos library in my iTunes on Windows PC ??
And add photos to my iTunes Photos library on my Windows PC from a file on my PC.

The iTunes library has no direct support for photos. It is possible to select a folder to act as a source of images to sync to an Apple device, but that is as far as it goes. You are correct. I had connected my iPad to my iTunes, but neglected to select my iPad within iTunes.
Once I clicked on the iPad icon, the iPad screen came up and the process was obvious from that point.
