personal hotspots and vpn

Hi,

Before 8 months ago,I bought a IPhone13 from saudi arabia.Now I am living in UK,Cardiff.But my problem is I don’t find personal hotspots on my iphone 13.I mean here is no any options for personal hotspots.even I try to search by manually ,but I can't.May be same problem also for vpn

Please I need apple support for change all setting.provide me Apple care adress near cardiff,UK
