Can not sign into App Store

I have updated billing info, I have gone through every single authorization. But the app store still stuck in log in loop! I try and sign in and get the message "This Apple ID has not yet been used in the iTunes Store. Gives the options cancle or review. click review and it pops up "Sign In" with option "Use Existing Apple ID" or "Cancel" I AGAIN put in my apple ID and password and it goes right back to the flipping "This Apple ID has not yet been used in the iTunes Store" I am unable to update anything on this ipad due to this issue!

When you get that message on your screen, tap Review to sign in, then review your account information.

Click Review repeatedly. 

Some people have only had a response after a second or subsequent click.

Try to download a free app at the App Store.

For example try to download this (is an free app).

Log in at appleid.apple.com and make sure you have payment information stored there.
