command R to run terminal and command E for run finder application

i cannot find idea how to create shortcut for command+E for run finder and command+R to run terminal.
i wan to use shortcuts from everywhere.

Command-R and Command-E have existing meanings in some apps, so attempting to make them global keyboard shortcuts will be undermined by the apps that already use them.
I tend to use Command-Option-Shift-letter for my personal global keyboard short cuts. Sometimes Control is thrown into the mix either all together or as a substitute for one of the above.
System Preferences -> Keyboard -> Shortcuts (tab) -> App Shortcuts (tab)
Then some google searches.
You can also create Applications -> Automator -> Quick Actions, and bind them to a key in
System Preferences -> Keyboard -> Shortcuts (tab) -> Services (tab)
If you are adding a Keyboard Shortcut to an existing app menu entry, and there is ... in the menu name, that is the ellipse and it is Option-Semicolon … Menu keyboard shortcuts must be spelling exactly as shown in the menu, including the use of Option-Semicolon (ellipse) when it is present in the menu name.

FWIW, the Finder runs all the time so there doesn't seem to be a need for a shortcut.
