change "cycle through windows" shortcut

Is it possible to change the "cycle through windows" shortcut. At the moment it's cmd-`, as it's always been, but this used to be above the tab key on my keyboard. I have a new keyboard and ' is now above the option key. I've been using the one above the tab key for so long (which is now §) that I'd like to keep it. But the only advice I can find about changing this involves going deep into the system with Terminal - and dates from 2004...
