Is there a way to make the scrollbar on Safari or other applications wider?

Not one that I could find. However, if you change the setting in System Preferences->General to "Always", it may become a tad more noticeable, since there is a small line separating the scroll bar.
What is your pointing device? I ask because when using a trackpad there is very little use for scrollbars. You can just scroll with two fingers in the trackpad. Ever since this became a thing, almost two decades ago, my use of scroll bars became almost zero...
