For your first issue, if your account is locked or disabled, you can use these steps to access it again: If your Apple ID is locked or disabled
For your second issue, every time you download an application on a device it gets linked to whatever Apple ID is currently signed in on the device at that time. If you're trying to download an app update and it's asking you for the password for someone else's Apple ID, it would mean that Apple ID was used to initially download the app on the device. There's two solutions for this. You can either enter the password for that Apple ID (if you know it) to complete the app update, or you can just completely delete the app from the device then redownload it so it links to whatever Apple ID you're using now.
