why can't a 2015 iMac work as a target display? It's limited to mid 2014 and earlier; what changed that made the iMacs not work as target display?

Short answer is because it won't work. The long answer is a 2015 27" iMac is too new and does not support Target Display Mode. Target Display Mode has been dead since 2014 and Macs were NEVER intended to be external displays for other devices. The fact that it worked on a VERY limited amount of models was a fluke.
