So...this worked for me, provided by Gareth @ logicprohelp.com
Go to the Finder (or desktop).
Hold the Option key on your keyboard, and click the Go menu at the top of the screen.
With the Go menu open, you'll notice that pressing and releasing Option will display or hide the Library choice in this menu.
Select Library from the Go menu (while holding down Option) to access the hidden folder.
In there select Caches/AudioUnitCache
In my case there were two cache files in there which I had to trash (both).
Upon restarting Logic it rescanned for plugins and recreated the caches.

Hello,
I had he same issue and followed the instructions in the field of "Remove Audio-Units plug-ins". I just go to the locations that is mentioned and moved all plug-ins in a folder on the desktop. Then logic started with no issues but with no plugins too. So, I moved each of the plug-ins on by one and after each one I tried Logic. In my case only waves plug-ins were causing issues, all of the others worked the as before.
Bypass, remove or rescan Audio Units plug-ins in Logic Pro or MainStage – Apple Support (UK)
That really helped, thx. I just went to MacintoshHD, Library, Audio, Plugins, and took out all the Waves files from the various Components/HAL/MAS/VST/VST3 folders and copied/deleted them to a desktop folder for safekeeping - restarted Logic, and 'Bob's your uncle!' (all good!). Thank goodness it was that simple, I was going to wait for Ap__e to come out with an update fix... really glad I didn't.
I had to go into my audio units -- and dump old plug ins, parked them in the trash, did a restart, and life was good again. Plug ins had not caught up with Ventura. Running a M1 mini as well
I had the same issue. I waited a bit longer and it finally started. Now the application starts right away. It must be updating something behind the scenes on the first run after upgrading to Ventura.
Oh yes... You learn this lesson once.
Most recording studios don’t update to the latest and greatest. They get a working setup and stick with it as long as possible.
Audio programs (and especially plug-ins) usually take longer to update and be fully compatible with the latest MacOS.
It's a 2020 M1 Mini 16/1tb if it's relevant
you have given me hope, thank you. about how long did you wait?
I don't think it was more than 5 minutes. It took a while, though, but I just assumed it was because I have a ton of plugins.
You were absolutely correct thank you! :)
This worked like a charm! Thanks for the tip :)
very helpful except I got to a point after I deleted the cache that I have to abort one plugin that was not working, it was no problem, I dont use it. However now im stuck back on beachball
Thanks! That worked!
