You can only sort or rearrange the photos in the albums you create yourself with "File > New Album". The predefined albums created automatically by Photos for you are having a fixed sort order, specific for this album.
And you cannot add photos to folders, only to albums. Folders are used to group albums and subfolders, but do not hold photos.
