Hello lielle258,
First, make sure there isn't a profile installed on your Apple Watch or the companion iPhone, as they can prevent changes to the passcode: Install or remove configuration profiles on iPhone - Apple Support
On the watch, this will be in the Watch app on the iPhone in a similar place (General > Profiles).
If there aren't any, restart both devices and see if the option appears for you, as this will also refresh the Settings app for the passcode:
