Shared Library Albums and Folders
Does the new Shared Library allow the creation of shared albums and folders in order to organize the shared collection?

Yes, having un-upgradeable devices does present an issue of course. In which case, the Shared Library feature is something that you have to forego at this time I suppose.
It is not a matter of unupgradable devices. My older Macs could be upgraded to Ventura, but I kept them intentionally on Mojave, as I like this system much more and I have still to organize older videos and sound files that are no longer supported on Ventura. I have three newer macs running Ventura, plus an iPad and an iPhone on iOS 16.
My main reason to use iCloud Photos Library has been, that iCloud Photos can sync across all devices with any system version of iOS, iPadOS, or macOS. It has been Apple's most brilliant and versatile product in a long time. Having the Shared iCloud Library remove items from my iCloud Photos Library, so they cannot be any longer accessed on any but the most recents system versions, is a deal breaker. As I said, the iCloud Photos Library is the most important library for me. We can only have one iCloud Photos Library, and it is not necessarily the library I want to share.
At least, my personal iCloud Photos Library should not be modified when I share photos to the shared iCloud Photos Library.
