I have an iPhone 7 which is stuck on iOS 15.7. Will I be able to pair an Apple Watch SE with watchOS 8 still installed?

The new Apple Watch SE requires aniPhone 8 or newer with iOS 16. Sorry.
Btw. Wont it force you to update to watchOS 9 during setup? I read somewhere that that might be the case. Or is this only the case when you try to set it up with iOS 16?
