Apple Mail doesn't switch central app in Stage Manager Ventura

I have the same issue - Mail.app does not leave the stage, but remains an active app/window regardless of what else is selected from the switcher. It always remains active.

I have submitted this as a bug, but curious to know if others are experiencing.
