Just installed Ventura and my PDF attachments in Apple Mail are viewing as a plain icon.

Log into a new, basic, admin user account, Set up users, guests, and groups on Mac,  and see if the problem persists. This tells us if the problem is limited to your user account or is system wide.

Have you installed and run any "cleaning", "optimizing", "speed-up", anti-virus or VPN apps on your Mac?

Boot into Safe Mode according to How to use safe mode on your Mac and delete from there.

Note: if you have a wireless keyboard with rechargeable batteries you should connect it with its charging cable to assure a boot into Safe Mode or the Recovery volume.

Same issue! Not just .pdf, any attachment shows up w/o the icon. A quick fix is needed. Frustrating. Honestly speaking there is no real worthy feature by this Ventura upgrade! Just made things worse on Mail.

I have this problem, too, and booting in safe mode does not work.

Same problem, safe mode didn't work.

I can't even attach files to Mail without entering safe mode... it displays files as "downloading" forever.

Same issue.
