I am using a iPhone 7 Plus, and every time when I charge my phone when it’s already powered off, a battery icon appears on the black screen. The phone is charging because the battery is gets full after a while. The only issue is that I can’t get a black screen/ the screen doesn't turn off when my phone is charging while powered off. Any ideas how to fix this? Please help me! Thank you.

If you connect to a charger after it is powered off it will turn on, because the circuit that controls charging needs the phone to be on. If you connect it to the charger, THEN turn it off it may achieve what you expect, but the some circuits in the phone must be on if the phone is charging. But there’s no reason to turn it off to charge it.

Just so we understand, other than the battery icon appearing which would be normal, it isn't starting back up like it should like to the Home screen? We want to be sure so we know how best to proceed.
If it's not starting back up at all after you see the icon, try these steps as they relate to issues with the iPhone powering on: If your iPhone won't turn on or is frozen - Apple Support
1. Press and hold both the side button and the volume down button until you see the Apple logo.
2. If your phone doesn't turn on, follow these steps to check your hardware and charge your phone. You might need to charge for up to an hour.
3. If your phone still doesn't turn on, contact Apple Support.
