Can I upload a podcast to Spotify using one of the apple loops as part of the intro "music"?

Yes, you are free to use Apple Loops in your creations. What you can't do is sell or give away the loop as a loop.
Note, that this might not prevent copyright claims from other folks. Usually the big dogs who *also* used the loop in their creation. They are wrong but...
