I also thought it was something shady that shouldn't be on my phone. Hence its name, I remembered that I still had Guided Access turned on in Accessibility settings - I turned it off and both I had on my phone disappeared. If you use any accessibility features then I'd assume that's why it's showing up.
But what is it?
I ended up doing that and regret it fully!!!! Erased my Apple ID cloud the whole 9 yards and no matter what the government is in my phone. Really read into privacy and security

The iPhone wasn't even released until 2007.
If you have an acknowledgements section in the 1Blocker app settings.. it has been rewritten and is not doing what you think it is…
According to I the sys diagnostics all they did was properly hide it.. it is still not behaving, on my end anyway, as they state it should..

Updating didn’t get rid of my icons (access and web) I did turn on the cloud security.
