my apple watch wouldn't connect to my phone because it keeps ask for an update. I can't do the update either. it is not connected and not update it. I it's S3.

Did you try to pair it, without using the personal hotspot on your phone, and being connected to a Wi-Fi network?
You should make an appointment at an Apple Authorized Service Provider or Apple Store and let them check the Apple Watch.
iOS 16.1 fixed update/pair issues with Series 3 watches for most users.
Have you updated your iPhone to iOS 16 (the current version is 16.1)? If you haven't, update to iOS 16.1 and try again with your watch.
