Not exactly. Customizing the Lock Screen like you can do on an iPhone running iOS 16 is an iPhone only feature. You can pick your own wallpaper on an iPad but that’s as much as you can customize the Lock Screen.
You can customize the Home screen on an iPad by using your own wallpaper and by adding widgets.
