Where is reading list on iPad on 15.6.1

I'm trying to find the "reading list" on an iPad Pro with 15.6.1. Every article that I've wasted time reading on the internet shows icons and methods that don't apply to this device with this software. There is no "bookmark" icon when Safari is opened.

Where is this "reading list" feature found, please?
