How to make a Wi-Fi + cellular a iPad Wi-Fi only.

If you are attempting to inhibit Cellular capabilities of a WiFi+Cellular model iPad, simply remove the SIM card from the SIM slot - if fitted:

Remove or switch the SIM card in your iPad - Apple Support


If instead you are trying to add cellular capability to a WiFi Only iPad, this isn’t possible - as it is not possible to change or modify the internal hardware components of an iPad. 


Whilst a WiFi Only iPad cannot be transformed into a WiFi+Cellular model, you can use the hotspot feature of a mobile phone - or a Cellular Broadband Router (often known as a MiFi Router) - to access Cellular networks.
