Why are my photos saving to all my devices? I think this is why I am using so much iCloud storage

Where are my photos I have deleted almost 2 thirds of photos on my phone only having 50 photos now, but in my settings, it still says I have 8 gigs of photo and videos in iCloud storage. I even logged in to my iCloud on my computer and it is pretty identical to my iPhone. is this a bug where it does not update or did my photo and videos not actually delete and they’re hiding somewhere?

I cannot see all my saved on icloud photos on my phone ... I went to iCloud and the photos app is on. What else can I try. My photos are saved on iCloud. I cannot see them all in my photos. I go into iCloud and it says photos "on"
