Microphone is greyed out on notes??

Hi. I can't get the microphone to work on Notes in an I-pad. It is greyed out. I reset the settings. Dictation is enabled. What else can I try? Thanks

Dictation microphone has x next to it and does to work. ??? in messages microphone does not work. Icon has a x next to it

I found out it needs to be connected to Wifi - strange. But at least it works now
