How can i create a new project for macos only without installing additional software ?

Xcode downloads but will not install iOS 17 and watchOS 10 SDKs I want to use the iOS simulator on my Mac for a bit of web dev. Xcode is installed, via the App Store. And, Xcode has downloaded the packages for iOS 17 and watchOS 10. But it doesn't install them. It just keeps telling me they aren't installed and offering a "Get" button, which when clicked pops up the download window showing me that it's already downloaded. In Settings -> Platform I see lines for iOS 17.0 with the Get button (which just brings up the download window). And under that is a line for iOS 17.0 Simulator, which shows that it's downloaded. Trying to start an Xcode project for iOS just tells me that iOS isn't installed and gives me the "Get" button which... blah blah blah. Back to the download box. Double-clicking or right-clicking on anything/everything has not yielded any install dialog. I'm sure I must be missing something simple, but, what? Sorry if this is covered elsewhere; I searched within the forum and couldn't find an answer.

Xcode 15.2 requiring iOS 17.2 but won't install it on an Intel based iMac I have an existing app developed on an Intel based iMac. When Xcode updated itself to the last compatible version according to the App Store (15.2?), I can no longer render the storyboard or build the app. It says it need iOS 17.2 with a GET button. Selecting the GET button does nothing because the installer won't install iOS 17.2 to an Intel based iMac. I uninstalled 15.2 and went to the developer site and downloaded 15.1 to no avail. I received the same behavior. I dropped my target deployment back to iOS 16.0 but it still had no impact. I need to get back to a stable environment. I know others must have encountered this. Has anyone found a solution (possibly downloading an even earlier version of Xcode???)?

Xcode in macOS Monterey - can develop apps for macOS Ventura Since my Late-2016 MACBOOK PRO 15" /16GB is on macOS Monterey 12.6.1 and can not be updated to Ventura... because is a very old system... If I update Xcode in this macOS Monterey - can develop apps for macOS Ventura or iPad OS 16.1 latest OSs ???

It only installs those SDKs if you click the checkbox. Check or uncheck only the SDKs that you want. Then click the "Install" button.
