I don't have the file iTunes Library.itl on my PC (Windows 10 64-bit). How can I find the file and install it? Doesn't seem to exist online. When I install a new version of iTunes it won't open without this file. It isn't in my iTunes library files.

The file would normally be found in C:\Users\<User>\Music\iTunes, although if missing from that path iTunes will normally create a new empty library to replace it. The file extension might be hidden. See Empty/corrupt iTunes library after upgrade/crash - Apple Community.
