My MacBook Pro is at end of life and I’d like to replace it with an iPad Pro. The thing is, I off-boarded my Photos library to my Synology network drive as it is close to 2 TB all on its own. Can the iPad OS Photos app access this existing Photo library that is on a network drive?

As far as I know it can not, photo library must be on your iPad and/or on iCloud.

You can't store your library on a storage device used for Time Machine backups. And to avoid possible data loss, don't store your library on a removable storage device like an SD card or USB flash drive, or on a device shared over your network or the internet, including over a cloud-based storage service.
Based on some other posts it looks like user lost / damaged their photos, because they used NAS.
I never tried it, therefore it is information based on what I saw in the Photos for Mac community.
