I have dollar in my Apple ID but I can’t pay it through games. What should I do?

I just bought $5 and I redeem it to my App Store. Later I go to pubg for buying uc but I can’t do it. And also I tried to add Apple account to wallet but it can’t add the card. So what’s the problem and how I can’t I purchase easily?
