Can I use ANC function of AirPods Pro without pairing them to a device?

Is it possible to use AirPods Pro (the ANC and Adaptive Transparency functions only, no music) without connecting them to a device (e.g. smartphone, smartwatch, etc.)? I know I won’t be able to listen to music on them this way, but I am wondering if the ANC and Adaptive Transparency mode will still work without them being connected to a device. I know some over-the-ear ANC headphones can do this, but I’m not sure about AirPods.
