Try to do a hard reset as follows:
If this does not work, call your network provider from another phone and verify for sure that the sim is not locked or there are no network blockages being you purchased from another country.
if they verify the signal to the phone by calling it or testing the signal, and it still displays SOS, you can contact Apple Support at 800-275-2273. They can do a remote diagnosis hopefully. Good luck.
Did you set up a service plan with a cellular carrier?
Yes. the sim was already activated knowing my phone works also on different sim. however after the activation, my phone says only SOS. also i checked if my phone has restrictions but it says no restrictions.
